So I drove by the next day and this time they were scrolling the URL. Fortunately for them, there was a major traffic jam so I was able to read the whole thing (and snap a pic!) but it's unlikely anyone driving by at 65 MPH is going to catch it. Not the best use of a digital billboard. They need to stop gambling with their URL placement.
